Abstract: Strengthening the management of military scientific research projects is conducive to improving the quality of military products, promoting the development of military technology and the construction of national security capabilities. At present, although military units have a certain awareness of the progress and cost control of scientific research projects, some projects still present problems such as extensive management, difficult schedule control, cost overruns, insufficient objective process performance monitoring, and low budget implementation rate. Therefore, it is imperative to strengthen the precision and high-quality control of military scientific research projects. Based on the current situation of military scientific research project management, this paper introduces the idea of earned value management, and explores the application practice of earned value management in military scientific research projects by relying on the current information means such as financial system and integrated office platform.
