Abstract
China’s urban development is currently focused on internal upgrading and renewal, and neighborhood regeneration project is regarded as the core task of urban renewal to meet the pursuit of high-quality urban construction. However, the main difficulty in this regeneration process lies in the pre-decision stage, where stakeholders often find it difficult to agree on the regeneration program. Unlike conventional new projects, the decision-making process for older neighborhoods involves a wider range of interest groups, including residents, whose differences in size, structure and objectives complicate the decision-making process. Currently, theories and methods of pre-decision making for new construction projects are not applicable to the specific needs of neighborhood regeneration projects, which creates a dilemma in the renovation process. This study aims to address this issue by analyzing the dilemmas faced by retrofitting older neighborhoods through the lens of large group decision-making and value synergy, and proposing strategies for improvement. The results of this research are expected to improve the efficiency and quality of neighborhood regeneration in the pre-decision-making stage, and help the smooth implementation of old neighborhood regeneration in China.
